Cet institut fondé au lendemain de l’indépendance de l’Algérie est chargé de la formation et du perfectionnement des fonctionnaires des secteurs de la poste, des télécommunications et des TICs. En 2007 l’Institut a adopté le système LMD pour les bacheliers.
